EU Packaging and Packaging Waste Regulation – what’s next?

The European Union’s co-legislators agreed on a compromise text for a new Packaging & Packaging Waste Regulation (PPWR) last spring. The final text post corrigendum is now expected to be green lighted by the Parliament by Tuesday 26 November. The Regulation sets a series of new requirements, which must be met from beginning of 2025 to 2030 and beyond.

The Regulation’s full impact will depend on a range of technical details that have yet to be decided in secondary legislation. Towards the end of 2024, the European Commission will kick off a series of studies prior to drafting and adopting the legislative texts that are needed to complete the Regulation’s basic requirements with more detailed, technical text. This phase is expected to be intense, with many competing stakeholders defending their interests, and more advocacy at the national level to influence decisions being taken in EU Member State capitals.
